THEM and Lizards, Issue 1

In Atlanta, Georgia, they've proposed a program that takes criminals of super invention origins and places them in a program allowing for their skills to be placed in Federal hands without being rendered inert by cuffs.  And so, the program lead, Black Dalia, has prescribed the name "THEM," deeming it a necessity for their willingness to participate.
